The campus visual intelligent safety dispatch system uses streaming media exchange transmission, audio and video encoding and decoding, mobile communication networks, and cloud computing services as core technologies. Through portable smart terminals, it enables real-time audio and video transmission and sharing, cross-regional group intercom, linked alarms, image capture, GPS/BeiDou location query, trajectory tracking, electronic fence attendance, task dispatch, command issuance, and dynamic group dispatch. This system aims to achieve comprehensive intelligent command and dispatch from front-end equipment to the dispatch platform, thereby improving campus safety.

System Architecture

The campus visual command and safety dispatch system mainly consists of three parts: school-side equipment, platform layer, and terminals for relevant responsible persons.

  • School-side equipment‌:These include one-button alarm devices, cameras, loudspeakers, and AI edge servers. These devices are deployed in key areas of the campus for real-time monitoring and intelligent early warning.
  • Platform layer‌:The city-level public security internal security command center platform was deployed. This platform supports functions such as multi-terminal video fusion, AI analysis, and alarm distribution, and is the core processing center of the system.
  • Relevant responsible persons' terminals‌:This includes terminal equipment for officials from public security bureaus, education bureaus, and schools, used to receive alarm information and conduct command and dispatch.

 

Application Functions

The district's school emergency response system includes a tiered response mechanism, a psychological crisis intervention module, video surveillance, AI analysis, communication linkage, broadcast linkage, online roll call, and customized contingency plans. The system automatically issues alerts when abnormal behavior is detected by AI cameras, or when security personnel manually trigger an alarm. It can then automatically push video streams to the public security platform and trigger the corresponding emergency plan.

 

Contingency Plan Process

The single-school command and dispatch system is a comprehensive communication system integrating video conferencing, command and dispatch, and real-time monitoring. It mainly comprises a server cluster with a visual command and dispatch server and a video conferencing server, an IP network video conferencing terminal in the command center, and a monitoring platform integrated through a video access gateway. The system supports smart terminals (such as law enforcement recorders) connecting to a VPN private network via 3G/4G/5G base stations to achieve functions such as group intercom, real-time video transmission, GPS positioning, SOS one-click alarm, and video conferencing. Simultaneously, relying on diverse network environments such as the campus private network, it links video access, hybrid intercom, and emergency command to form a three-dimensional command and dispatch solution covering remote collaboration, dynamic monitoring, and emergency response.
